Q.1 What does “STATE ON/OFF“ mean ?

Q.2 What is it used for when “ON” or OFF”?

Q.3 In what is it different from “Enable” ?

Hi,

Q1: it specifies whether the SMS message should turn the output on (high logic level) or off (low logic level).

Q2: it's used to turn the output on or off. 

Q3: the 'Enable' option turns the SMS rule on or off. i.e., if it's not enabled, the rule will not trigger when you send the SMS message.
