I have a gps base that sends corrections via rs232 to a receiver that uses them to improve performance
The base is installed on the ground while the receiver is installed on board the ship with an excavator
I would like to use two Rut955 routers, with telephone sim for data connection, to make the radio connection between the GPS base and the receiver
The question is: how to configure the two routers to ensure that the input information on the rs232 port on the base side, correctly arrives on the rs232 port on the receiver side?
In essence, the two routers will have to simulate the presence of an RS232 cable between the base and the receiver, via mobile phone line

The difficulty is that telephone connections usually have a dynamic external address and therefore it is not easy to connect one router 'directly' to another

I don't know the format in which corrections are sent, I think it's Rtcm3
What I would like to implement is a system that allows you to replace a cable used to connect the base output with the input of the rover receiver
So whatever the transmission format, it must work
When each of the two routers connects to the internet a public IP address will be available, the problem is that it changes every time a router connects to the network, and this prevents the connection of one router with the other because on one of the two I have to indicate the destination address
So the answer is "yes a public IP address is available" but not usable by changing from time to time

I see that you have a dynamic Public IP. If it is not possible to use static, then in this case I can recommend using the Dynamic DNS service. This will allow you to use the host name instead of the IP address. Below are links to the description of this service on the Teltonika wiki page:
