Is there a way to change this behaviour?

Hello,

At the moment RUT routers SMS messaging only supports 7-bit ASCII characters table with extra Latin-1 symbols.

Wow! This is Chinese for me, l have no idea so l need to find a good KB online and read up a bit, but as l understood it is expected and not currently supported.
