I've recently purchased a RUT240 and a Cricket (AT&T) SIM. I'm in town with a reasonable signal. My phone in the same location has AT&T 4G LTE service and has decent download speed. I've tried forcing it to use 3G in the network settings but it will only use 4G LTE. I see the RSRP is bad. Any suggestions on what to try?

Now that I have managed to connect 3G, I can get somewhat better performance but looking at the log it keeps connecting and disconnecting. What could cause this?

I've now tried this in 3 locations and the results are the same. The download/upload rates are between 0.01 and 0.1 Mbs. If no one has any more ideas I'll need to send this back. Its sad because I want it to work.

Yep looked at that. Not talking about reaching maximum speed. I'm getting between 0.1 and 0.01 MBs. Something is seriously wrong. I managed to get it try both LTE bands on the tower half mile away and I somehow managed to get it to connect to 3G and the results are similar, not usable. Is there a way to tell if this is a modem or carrier issue?

The signal (SINR, RSRQ ...) as reported by the modem looks barely usable if at all. Can you check that your phone and the modem see the same cell ?
Have you tried another location for the antennas ? With one vertical and one horizontal ?
I had a similar issue (three cell towers in the same area, lots of interference poor SINR) and ended with two Yagi antennas now I am close the maximum possible in term of signal quality.
