I also have the same problem on one of several Teltonika RUT950s. I will focus on two - one that works properly and one where the above problem occurs. There are several symptoms that differ between them, listed below.
Until an answer comes for Clément, two possible workarounds: 1. go into Status > Network and press Restart Connection after each reboot. OR 2. Send an SMS command (by default "(password) mobileon", and await reply Mobile turning on). When that answer comes I would appreciate a public answer as to how (or if) the problem is resolved - as in what else was checked, and what configuration was changed in order to solve the problem.
The two RUT950s have identical firmware, both have a primary Ethernet WAN connection, both have 4G SIM cards from the same carrier, and both have local Wi-Fi clients. EDIT: They have both been recently factory reset. Differences (and other similarities) are listed below.
