Regarding your issue could you try connecting your device to RUTX11 via WiFi and check if they can reach the internet? If still the issue is the same could you try changing the LAN IP to a different subnet other than 192.168.1.X.
You can do it on the Network > Interfaces Tab > LAN
Also could you upgrade the device firmware to the latest one found in this link: https://wiki.teltonika-networks.com/view/RUTX11_Firmware_Downloads
