After discussing this problem with ExpressVPN the answer is to use L2PT and not OpenVPN.

In the keep alive box put 3600

WAN setting edit/advanced settings untick "Use DNS Servers advertised by peer" and in "Use Custom DNS Servers" put 1.1.1.1 and 1.0.0.1 save and reboot router.  Check with whatismyip.
