What exactly will it take to be able to remote ssh/http into an RUT240? I'm currently trying to remote in to one RUT240 via a windows computer running on a different RUT240 router (with a different sim card). I have enabled all the remote settings under: system -> administration -> access control for the router in question. I've tried traceroute/tracert and have managed to reach both public IP going both directions, but when I try to ssh I get "port 22: connection refused"... Is there some setting that I am missing/forgetting to enable or disable?

Hi,

First of all, make sure that you really have public IP address, you should be able to ping it from external network.

Then, what you could try is to create a port forwarding rule, that would go from WAN to your LAN IP.

If you have a Dynamic public IP - you will have to make sure that it's not changing too frequently, as this could also be the case why you can't access the IP.

What I would suggest is - reset your router to default factory settings and try everything again.
