Hi,
It can be compiled, but it will require your own time considering hardware specifications and in depth Linux knowledge configuring device to use product in full of its functionality.

I believe that this is in R and D, we tried compiling but ran into problems.

"zerotier" is not in opkg list:

root@Teltonika-RUT955:~# opkg list |grep zerotier

For development you can use GPL package: https://wiki.teltonika.lt/view/GPL

You can check the FW version which includes ZeroTier support for RUT9XX here
