Regarding the questions you are asking: 

1. Can the RUTXR1 do DPI (Deep Packet Inspection) and IDS/IPS (Intrusion Detection System/Intrusion Prevention System)? 
- Router doesn't support DPI as default it may require additional development to implement this one to the RUTXR1 device. For the IDS/IPS the router have some event logs for DDOS attacks and for the rule-based traffic policies.

2. What speeds it can do? 
- RUTXR1 is supporting LTE Cat 6 so the total speeds could reach up to 300 MB/s downlink and 50 MB/s uplink. For the Wired throughput it is supporting Gigabit Ethernet (10/100/1000 Mbps) 

3. Can it handle 10 static IP addresses? 
- What 10 static IP addresses is it through LAN network or on the WAN side?
