Does the grounding screw on the back panel of the RUTX11 need to be connected? What is its purpose exactly?

Hi,

It's just like any grounding screws on other devices or metal casings. It is not required as long as both wires (ground and power) are connected during the router's work.

If your PoE cable has a grounding wire - no.
