Please try to install the latest firmware version via the bootloader menu: https://wiki.teltonika-networks.com/view/RUTXxx_Firmware_via_The_Bootloader_Menu

RMS already shows the latest f/w is loaded 00.02.06.1.

Web UI shows request to change is there but not applied.

/ETC/CONFIG/LUCI

I've had this issue before, remove the cookies in your browser for the RUTX11 address or try with another one.

Could you try to upgrade your router to the latest firmware version RUTX_R_00.07.00 and check if it still reproduces?
