In the old firmware, we could limit the speed on the interfaces. I can't find this function on the new firmware. Is it missing - and will it come back?

Hello,

This feature is available on RUT9_R_00.07.00 firmware too. First of all, you will need to download it from Services > Package Manager. There you should find a package called QoS. Once you download and install it, it will appear under the Services section under the name "Traffic shaping".
