Firstly, I would like to check is this your first time connecting to the device or it suddenly stopped working?
In general, I would recommend to try reinstalling router's firmware through bootloader's menu. Here are detailed step-by-step instructions how to do it:
- First of all, please set static IP address on your network interface (e.g. 192.168.1.10)
- Use private/incognito Web browsers window with cleared/disabled cache
- Power on the device while holding reset button. Flashing all 4 Ethernet LEDs indicates that bootloader’s webserver has started.
- Access router via web browser http://192.168.1.1/index.html
- Upload new router's firmware " RUTX_R_00.07.01.2.bin". It can be downloaded from here: https://wiki.teltonika-networks.com/view/RUTX09_Firmware_Downloads
- Wait few minutes. Router's LEDs should stop flashing. Only LED with LAN cable connected to that port should be active.
- Access router via web browser http://192.168.1.1

Note: Also, it might be worth checking your Network settings. Hit Windows key and type cmd. type ipconfig, check if an ip address has been issued on the adapter:

After the reset, the routers address should be 192.168.1.1.
So set Pc IP address as 192.168.1.2 and the gateway as 192.168.1.1
