I got these errors:

root@Teltonika-RUT955:~# opkg install rsync

Unknown package 'rsync'

root@Teltonika-RUT955:~# opkg update

Downloading https://downloads.openwrt.org/releases/21.02.0/targets/ath79/generic/packages/Packages.gz

Failed to send request: Operation not permitted

*** Failed to download the package list from https://downloads.openwrt.org/releases/21.02.0/targets/ath79/generic/packages/Packages.gz

Thank you for provided information.

Tested with the latest RUT955 firmware version, and I was able to install rsync package.

So I strongly recommend upgrading device firmware version and trying again. Firmware: https://wiki.teltonika-networks.com/view/RUT955_Firmware_Downloads

It is running the latest version RUT9_R_00.07.01.4. I can ping openwrt.org too, but still not working. Here's a clearer picture of the errors I got:

Good news, I power cycled it and tried it again today and it worked. I rebooted it before but opkg update and install rsync kept failing, do you have any idea why it suddenly worked today?
