So have a weird issue.
RUT955, latest FW as of today.

We have remote access to HTTPS enabled and a successful VPN tunnel.
We can ping the device via VPN and even get Modbus data from the status registers.
But we cannot access the WebUI over the VPN or from the remote manangement HTTPS service on the within the same LAN nehind the VPN to the external (WAN) IP of the RUT.

If we connect to access the WAN from any other location (hotspot, different WAN IP) it will respond and act correctly.  This device does have a static IP for the WAN.

We have disabled firewall, made explicit rules for WebUI to allow, etc. We setup a VPN connection to another location, same response.
It still will not work, will just timeout.
This was also happening in v6, we hoped v7 would fix the issue.

We can access all other devices

Again: (Location 1 is the LAN of the VPN Server (IKEv2, Main mode, static IP)
Location 1 > VPN > RUT (LAN) = Fails
Location 1 > WAN > RUT (WAN) = Fails
Location 2 > WAN > RUT (WAN) = WORKS!
Location 1 > VPN > RUT (LAN) (PING) = WORKS!

Further the conundrum...

We can access other devices via PING, Modbus and various other protocols. But we cannot access any of their Web Configs?

Any device that has a web config (HTTP, HTTPS), regardless of the port used cannot be accessed and will timeout.
We get an authorization popup for user/pass from some devices (standard), but it will not go any further and show/send HTML code.

UPDATE ON THE RUT955
We get the security certificate warning, which is expected as it is self-signed, but will not get past that point.

So, based on my understanding of your query. Kindly check the following points

<!--[if !supportLists]-->1.       <!--[endif]-->The router should have remote access enabled and as you have other devices connected to it you will have to change the port of your HTTP (WebUI) to 81. Also port forwarding if necessary.

2. The router WebUI should be tried with the IP provided by the VPN to the router with the new assigned port (here 81).If the IP assigned by the VPN to the router is 10.10.XX.XXX, then the web UI can be accessed by 10.10.XX.XXX:81
