I want to configure my RUT devices to bind to the installed SIM ICCID to prevent my end users from swapping the SIM out for one of theirs. I think it is around the gsmctl -a AT+CLCK=SC....but really unsure of how to configure this bind and if there is an easier method.

The command you are talking about has a following syntax: 

gsmctl -A 'AT+CLCK="SC",1,"some_passwd"'.

SC means lock SIM/UICC card installed  in the currently selected card slot.

1 means lock, to unlock enter 0, to query for status enter 2.
