I am looking to connect Teltonika RUT955 to a mobile network in Canada, using Telus mobile provider. 

When I look at their APN settings there is always a "proxy" parameter to be set (eg. https://www.apnsettings.org/canada/telus-apn-settings-for-windows-phone/). This parameter is unfortenatly not present in the Teltonika mobile settings. Without this proxy the SIM just stays "unregistered".

Can I connect to the APN in question - what should be the correct APN parameters?

According official website there is no needed proxy IP: https://www.telus.com/en/bc/support/article/activate-data-on-your-android-device

I think better would be to contact with your GSM provider and ask mobile settings for routers.
