Teltonika devices do not have multihoming functionality. The only device from Teltonika portfolio capable of establishing two simultaneous connections with different service providers is a RUTX12 as it has 2 mobile modems. You can find more details about the device here.
Also, most of Teltonika devices support failover functionality, which allows switching between multiple WAN interfaces, for example between wired WAN and mobile connectivity, in an event where the currently used interface loses connectivity.
