Could you enquire your provider's APN and try to set the APN value manually? You can do it by navigating to Network -> Interfaces and pressing Edit on the mobile interface. In the newly open window disable Auto APN slider button and enter the custom value.
If this does not help, I would like you to attach a troubleshoot file to your question. Please, replicate the issue, then access router's WebUI, go to System -> Administration > Troubleshoot section and download troubleshoot file from there.

Could you access the WebUI and navigate to Network -> Mobile -> General.
There in the Band selection add B3 in LTE bands line. See if that changes your speeds.
Also, are both antennas attached to the device, as they have different functions for the best quality reception.
One more thing you can try is to update the modem firmware. Just keep in mind that for this, you will need to connect router to a different WAN source, wireless or wired. The instructions are as follows:
Ok, I have followed your suggestion. The only problem is that the SSH procedure to update the modem firmware it's a bit complex for me. How can I connect the RUT360 to another WAN? Is there a tutorial to follow, please?
This is the error that I got sending the command "opkg update" in the CLI section of the GUI:
This error can be ignored as it refers to a non existent directory in the update script.
Other WAN means that the router is provided with internet access by an ethernet cable to WAN port or is connected as a client to another access point, like in this example: https://www.youtube.com/watch?v=INGKWNqnZZ0.

I managed to connect from a different WAN. THIS IS WHAT I GET....
