Packages "in queue" status after firmware upgrade or configuration restore

Hello,
we have a RUT240 with FW RUT2_R_00.07.02.4 and some installed packages (i.e. tcpdump and iptables-filter). If we upgrade it to the latest FW RUT2_R_00.07.02.5, or restore a configuration file, the packages go into the "in queue" status and do not work correctly.
We have to uninstall and re-install them in order to restore the proper behavior.

Could this situation be avoided?
