Is it possible to monitor the Battery Health of any make UPS remotely by using Teltonika Gateway?

No such solution is developed by Teltonika, however, there is a package called NUT, which you can read more about here, developed for OpenWRT, that you can install (using commands opkg update and opkg install nut) and configure via CLI.
