Kindly update the device to the latest firmware.
Also confirm how you have configured the IPsec VPN. Are you using the Public IP on both ends?
Do you have a public IP from your mobile Service Provider? If you are using Public IP on WAN and the IPsec works well during failover to mobile the VPN might not connect as the IP changes. Also check the dead peer connection configuration such that if there is no connection the VPN can restart automatically.
