I've seen the cellular modems support "FTP(S)" - do they really mean FTPS or SFTP (different protocols)?

We need SFTP and can't find any modems that do it.

could you clarify whether you're referring to the router storage itself, or accessing an external USB flash drive/HDD?

If referring to the router storage, then SFTP is supported:

And it could be used to browse the external USB drive by navigating to /mnt/sda1 (if only one drive is connected).

As for the network share, we use Samba 3.

I think you misunderstood the question.  Modems transmit data.  Assuming you are using TCP/IP, standard file transfer protocols include FTP (non-encrypted), FTPS (older encrypted protocol), and SFTP (new encrypted protocol utilizing SSH).

The modem data sheet says it supports FTP(S) - does that mean it supports FTP, FTPS, and SFTP?

We only need SFTP - so that is the one I am most interested in.
