I have 2 x RUT950 on a single site

Router 1 will act as server and has public, fixed IP SIM and can be accessed from the Internet (192.168.1.1)

Router 2 will act as client and has normal CGNAT dynamic SIM (192.168.0.1)

Have tried IPSEC VPN using the WiKi guide but will not let me save the config - issue with subnet (255.255.255.0)

I need all devices connected to Router 2 to seamlessly be able to access all devices on Router 1

Do you have example of this configuration please

Could you provide more details on the error you receive, how to replicate it?

Also, what firmware version is your device running?

The configuration below should satisfy your requirements, made on 7.03.2 firmware version. The left side is of the server, right is for the client configuration. To access WebUI from remote subnet, you would need to enable remote access in System -> Administration -> Access control page:
