I was able to populate /etc/config/user_groups file, which stores the recipients lists for configured groups, with more than 2000 recipients numbers.
Likely, more is possible. At some point WebUI might stop accepting new entries, but they can be added via SSH, editing the aforementioned file.
The question would rather be, what upper limit is required for your case?
