Having just this event log information is not enough to determine the real cause why router failed to reboot.
If this issue will ever occur again for you, take note how router's LEDs are behaving. Also, before rebooting the router, try setting static IP address on your computer and check if you can connect to the router via Static IP address. If you will be able to do so, navigate to "System -> Administration -> Troubleshoot" menu and download a troubleshoot package from the router.
One of the possibilities why this could occur is custom script or application on the router, which would interfere with router's boot sequence. Have you installed any custom application/package to the router through SSH? Or have you configured any custom "functionality" through "System -> User Scripts" menu? There is a easy way to check if anything is interfering with router's reboot - you can simply try to reboot the router through WebUI ("System -> Reboot" menu)
Another reason might be related with router's bootloader. If your RUT240 has old bootloader version (you can check it from "System -> Firmware" menu) and if you have an option, we would recommend to upgrade your device's bootloader to the latest one.

Here is detailed step-by-step instructions how to upgrade router's bootloader and firmware:
- - First of all please set static IP address on your network interface (e.g. 192.168.1.10)
- - Use private/incognito Web browsers window with cleared/disabled cache
- - Power on the device while holding reset button.
- - Access router via web browser http://192.168.1.1/uboot.html
- - Upload new bootloader's fw "U-boot_mod_tlt_rut200_3.1.0_webui".
- - Wait few minutes. Routers LEDs should stop flashing. Only LED with LAN cable connected to that port should be active.
