I have the request to monitor the device status via SMS. So I need an SMS on Powerfail, btw. on System Power Up. Is there a possibility to send an (user configurable) SMS after System startup?

Yes. Enter the WebUI and go to the Status → Events Log → Events Reporting page. Add a "Reboot" rule:

If you leave the "Event subtype" set to All, then the router will send you a status message in all cases after ir powers up.
