It certainly doesn't have ALL country approvals. As mentioned in another answer, approvals specific to RUT240 are listed here. However, RUT240 Global version has most of them but not all. Some certificates/approvals only apply to certain versions of the RUT240 (depending on it's modem).
I can't list everything but, for example, the global version is not FCC certified (only the Verizon and AT&T versions are). While other certificates such as CE/RED, EAC, CCC among others are not dependent on the device's variant and applies to all versions of RUT240.
I would recommend checking this table as it displays which certificates our devices have and do not have based on country, carrier and other.
