Partial I see somemting, but it has not have VPN Managernt Yes and Non, I need that Teltonika is a client to a cloud Mqtt Broker with SSL and answer to the question that it receive. I want exacliy SMS utility but by Mqtt client with SSL.

Teltonika router's can act as MQTT brokers and publishers, but it cannot answer any question. You can get get this information from router using MQTT.
