I'm afraid not. Without communication with the modem of the device - it is not possible to change the PIN of the SIM.

our use case: we integrate the modem in our solution. However, in some cases, clients want to use their own SIM-Card. In that case, they need additional IT-support to configure the modem. If we could set the PIN using modbus / gRPC / REST API, we could integrate this step in our solution.
