I would recommend using combination of JSON-RPC and these mdcollectctl commands: https://wiki.teltonika-networks.com/view/RUT955_Mobile_Traffic

As for software for JSON-RPC, I personally use PostMan, but it once again depends on your use-case and where are you going to intergrate JSON-RPC.
