Is it possible to send an SMS to a RTU230/240 to Ping An address and send me back an SMS with the response?

Unfortunately, we do not have such a feature, the only feature that comes close to that is Ping reboot: https://wiki.teltonika-networks.com/view/RUT240_Auto_Reboot#Ping_Reboot

You could configure it in such a way that the router sends an SMS message to your number once it fails to ping a specified IP address.
