I would like to use LTE as backup if wifi-fails or has very bad signal. I have wifi-signal from a another router available, however when that signal becomes bad I would like to switch over to using 4G/3G/2G which ever is available.

Yes Rut240 has wireless station mode functionality with this option you can configure router as a wifi client.

In  the WAN failover you can select Wifi as Primary/Main WAN whenever it gets down router will perform switching from Wireless to Mobile.

In the mobile configurations keep Service mode to Automatic so that it will connect with the best available . 4G, 3G or 2 G
