I am using Teltonika RUT 955. I want to allocate 9999 port but it does not work for me.

Any help please ?

Regarding the issue, you are having from the port-forward rule you created it seems to be correct now the issue you are having is you cannot reach the device from the other network to reach the said device through that port correct? 

Usually, the main reason why you are not able to reach it is due to you are having a Private IP address.

So I would recommend you check what type of IP address are you using with the RUT955. Once you confirm let me know :)
