When I enable the "Build the OpenWrt SDK" option it produces an archive "bin/targets/ipq40xx/generic/openwrt-sdk-ipq40xx-generic_gcc-7.5.0_musl_eabi.Linux-x86_64.tar.xz". However in contrast to the RUT955 firmware this doesn't contain a directory "staging_dir/target-arm_cortex-a7+neon-vfpv4_musl_eabi". For the RUT955 it contained the matching target directory. However this is the directory that's interesting for me as it contains the includes and the compiled libs that I need to cross-compile my applications using the toolchain.

Do I have to do anything different in the RUTX09 SDK to get these libs packaged or should I simply pack it manually.

Yes, try to add it manually.
