What We Need: 

Backup failover for when broadband goes down, static IP address on connected devices to connect to our in-house application that only accepts white listed IP's. 

Sounds promising so far from what i've read online, however we just ordered one and id like to get an answer before it arrives.

I also am curious if there is other costs involed besides just the device. licenses? contracts? No info online that i can find other than a license is needed only for RMS

RUTX11 does support failover between mobile/wired/wireless interfaces: https://wiki.teltonika-networks.com/view/RUTX11_Failover

Regarding your question about licenses, all our devices can be connected to a remote management system (RMS) and it cost one license for one router (one month period). It allows you to remotely manage your device without public IP or VPN. It is not a mandatory feature to use at all.
