Can Rut955 power 24/7 12v 2a device using 5& 10 relay output  ?

Sorry for the late response. 

The relay of RUT955 can act as a switch like what is shown in the below config. 



If you are using a different power source for the connected device in Pin 10 you need to have a common ground.

Following on to the diagram…

if I use 9,6 to show voltage level and   5,10 to split the positive wire of a separate 12v device how do I trigger the relay of 5,10 on and off via a rule if voltage is at certain levels?

I want to be able to turn off a device if the power drops bellow 11v
