Does the RUT device itself has internet connectivity when connected to the VPN service?
First I would recommend to have a look at this video, which explains how to set up a NORD Vpn with our RUT360(Could be any other Teltonika router, so it is applicable to your RUT240 as well):

If that wouldn't help, Could you please forward me the troubleshoot file from your router. This could be done by Opening the device WEBUI and navigating to System -> Administration -> Troubleshoot -> Download troubleshoot file. Please make sure that you have set up a VPN connectivity on your device and connected to it before downloading the troubleshoot file. In addition, please do not restart the device during this process as it will delete all the required logs. Please, send the troubleshoot file to me via private message.

Also, Could you please attach the logs from the VPN Server/Service provider? This would be either from "North"(I assume you meant Nord) VPN or OVPN.(Preferably Nord VPN) Send me these via private message as well.
Please note, that I would prefer you setting either Nord VPN or OVPN for debugging purposes, do not do both. Lets say, if you configure NORD VPN on the device send me its troubleshoot and also the logs from NORD VPN Server.
