Question

I would like to change the period for data limit tracking to coincide with my ISP's billing and usage monitoring period.  Is there a way to do that?

The configuration depends of firmware version, which your device are using.
In RutOS 7 and higher, mobile data limit could be set in Network - Interfaces - Mob1S1A1 - Mobile data limit.

If device use legacy firmware, mobile data limit could be set in Network - Mobile - Mobile data limit configuration.
