With traffic on the lower number getting priority over anything higher.

So if you put VOIP traffic on 1 and web traffic on 2 the VOIP will be prioritised over web traffic, if you have SMTP on 3 then VOIP and web traffic will take priority over SMTP.

But to make it clearer, let use this as an example: 

RTSP: Default port 554 (Used for Live streaming) 
RDP: Remote desktop port 3389 
HTTP: Web port 80
FTP: File transfer port 21

Priority: 554
Express: 3389
Normal: 80
Bulk: 21

Now the traffic priority will be like this, main traffic will be prioritizing port 554 (Live streaming) over remote desktop connections, web browsing, and file transfers. While RDP will be prioritized over web browsing and file transfers, then Web browsing will be prioritized over file transfers. 

If you do it on the percentage it will be like 50% Livestreaming, 30% RDP, 15% browsing, and 5% file transfers. Just keep in mind this is only a representation of it.
