I have a RU955 that I would like to use the RS232/RS485 ports from a Windows computer. Do Teltonika have av virtual COM port driver for Windows 10 that could be used to connect to the RS232/RS485 ports over TCP/IP?

You might try hub4com / com0com ( or commercial tools like TCPIP Serial Port Server from HHD software. Both do their job as they provide a TCP Socket which can be forwarded to a (real or virtual) COM Port on a Windows computer. You can connect to the TCP socket from another computer with software like putty or Realterm and exchange data.

When connecting to the TCP port with a Teltonika router, you might run in the same problem i had:

In order to create virtual COM port on your PC you have to download and install third-party virtual serial port software. For example, HW VSP3 - Virtual Serial Port can be used. it is a software driver that adds a virtual serial port (e.g., COM5) to the operating system and redirects the data from this port via a TCP/IP network to another hardware interface, which is specified by its IP address and port number. HW VSP3 support even NT Services and 64 bit Windows 8 . Single-port version of HW VSP3 is available freely. You can use any other third-party software that adds a virtual serial port to the operating system.
