Hello,

Thank you for contacting us.
The answer is simple - you can't, because static mobile IP is provided from ISP side.
If you have provided static IP from your operator, you need to add correct APN to receive it.

I'm total beginner in networking.

I'm provided with static IP from my mobile (Bite Lietuva) ISP, how should I enter correct APN?

Should I enter my public  IP into Custom APN field?

Hello,

You must enter APN, which is some string value, not IP address itself. APNs from Bitė are listed here, the configuration in Network -> Interfaces -> [mob1s1a1] -> General settings looks as below:
