The answer to your question is a very poor data connection quality. At the time the troubleshoot file was taken, the RSRP was -106dBi, when -100 is considered disconnection. You can check the RSRP value in WebUI Status -> Network -> Mobile
Your best bet is to check if there is any better location for data signal quality. Also check, if all of the antenna are attached correctly.
You could also check to which LTE band is your other router connected and try to use bandlock, and lock this RUTX11 to a better band. You can check out our video on band locking for more information.
