I expect I should be able to power up the router without a SIM or mobile antenea and still be able to connect to WiFi or LAN to enter WebUI setup.

Is this a correct, should it still start up correctly?

Yes, your assumptions are correct. The only thing you need to do is power up the router. If it does not start, I suggest contacting the warranty service.
