Hello Paulo, this is Martín, Tech Support Engineer for Teltonika Networks.
From what I can see in your configuration, the protocol in the port forwarding rules is only set to TCP. If the camera traffic also uses UDP, the UDP traffic will not be redirected to the port, so please also try enabling UDP traffic on the Port Forwarding rule.
Furthermore, have you enabled a Traffic Rule to allow the outbound ports in the Router? This should enable the outbound ports to receive traffic, and coupled with the Port Forwarding rules this should enable traffic to your DVR.
