Unfortunately, what you want is not possible to achieve.
Since the router has a single modem module, it can only establish connection from one SIM at a time. In order to connect to the operator of the second SIM, it must disconnect from current operator and no records of previous connection quality is kept to compare it and reconnect to the preferred one based on signal metrics.
