Unfortunately, RutOS does not have such a feature at the moment. However, I'd recommend checking out this forum post discussing this topic, perhaps it will be of some help.
Please keep in mind, that there are also hardware limitations regarding pulse counting. For TRB141 using D1 and D2 pins, the limit is around 10Hz.
