Could you verify if product codes for both devices are identical? In order for the backup to be compatible, the codes must match, also backup from newer firmware cannot be uploaded to the device with earlier version.
As a workaround, you could try to copy configuration files from the router using WinSCP as instructed in this page and move them to another router. The directory with the configuration is /etc/config.
