Could you please advise me on how to achieve this setting?

When the device is pinging 8.8.8.8 failed for 5 times in 5 mins, the RUT950 will reboot the device.

then if the device wont get a signal back on the primary sim card, it will switch to secondary sim.

Please be advise, I appreciate a lot!!!

Thank you for providing information.
You can try to configure auto-reboot: connect to the webUI and navigate to Services →Auto Reboot→Ping/Wget Reboot (if you do not see mentioned windows, make sure advanced webUI mode is enabled) and edit the existing configuration.
In the pop-up windows apply the following configuration:
•Enable: ON
•Type: Ping
•Action if no echo is received: Modem reboot
•Host to ping: 8.8.8.8
•Interval: 1 min
•Interval count: 5
•Everything else, leave as it is
•Save & Apply

To configure sim-switch: Navigate to Network →Mobile→SIM Switch
•Enable automatic switching: on
•Check interval: 60
•Attempts before SIM switch : 7
•On network denied : On
•No network : On
